The model shows that when the states reopened, several counties or cities have seen their daily infections increase significantly. Among them, the daily infection cases of Harrison, Texas, have soared by 900% in the month since mid-April, from 300 per 100,000 in mid-April to 3,000 per 100,000 on May 22.

Texas allows retail stores, restaurants, movie theaters and large shopping malls to restore 25% of their operating capacity, and some regions can reopen 50% of their capacity. The state currently has more than 55,000 infections and more than 1,500 deaths.

The daily infection rate in Clay County, Florida, surged from 160 per 100,000 on April 1 to 800 per 100,000 on May 22. Florida has more than 52,000 infections and more than 2,200 deaths. The state has lifted restrictions, allowing retail stores, restaurants and personal care services to reopen to a limited extent.

In Texas and Florida, although local officials have called on people to remember to maintain a social distance, bars and restaurants have been overcrowded since they reopened.
